When I was a kid in Western KY, we could not bury dead cattle. We had to call the state and they sent a "dead wagon" at our expense. They carried the deal animal off to be cremated. The issue at that time was Blackleg Fever. Burying or even burning a deal cow on your property led to a hefty fine.

So there may be health reasons - animal or people - that arise in a more populated area that aren't a problem in a less populated area. Thank goodness in FL, we just dig a hole - pretty easy in the sand - and that's it.
