I've seen someone rub the hair off their horse's side with their swinging leg when there was no flap there. I'm so short that fenders don't have any leather sticking out the bottom to turn with the stirrup...it ends up being me trying to turn the whole fender. When I had a western type saddle to ride I took it to the saddle shop and they cut away some of the top of the fender so that the leather sticking out the bottom could turn. Some of the western saddles have 3" leathers which is rediculous. If you change them to 2" and shorten the fender I'll bet they'd be OK. Also, always store it with an ax handle or broom through the stirrups till they're permanently turned.
