It's the DOT (as I was informed by the trooper when arguing my case before receiving a ticket for no CDL). And, it's not how much you're pulling, it's what your rig is RATED to pull. I'm pretty sure a semi is rated to pull MUCH more than just 26,001. Your Drover's license won't specify. You just need to make sure you're in compliance with Oregon laws. And, if you go out of state, you have to be in compliance with federal laws. As far as the gross vehicle weight goes, in Oregon, we do not have to have a CDL if we are not pulling over 26K lb. I don't think my driver's license specifically says I cannot pull over a certain weight. And from everything we could possibly figure out and from the answers we got from the DMV (which might not be the same if you ask more than one person at more than one office--Adam called the state office, hoping to get "the final" answer) and it appears that if we are pulling up to 26K lb, we DO NOT have to have a CDL. I would defiantly suggest to anyone thinking of doing this, to check with you state DMV (several times;)).
