In response to:"DQ if horse needs treatment within an hour of 
finishing."

While many think this is true - it isn't.

If it were true - riders might withhold needed treatment to make 
that 1 hour so they get their completion.

Once a horse is given a completion - it cannot be withdrawn even 
if the horse is treated 20 seconds later.
