Then, if dogs show up, put them into the pen and leave them there for the duration of the event. Of course, have water in the pen, but otherwise.....nothing. Your approach is fine, or you might add that if the dogs cause a horse-related accident, the owners may find themselves in legal trouble. Or you could just be very sweet and recommend people confine or leave their dogs at home, just for this one time. "It's very important to you that all things go as well as possible and many riders do not want dogs around or their horses could be very upset by having the dogs around."
