I've always resented any state that requires me to get a health certificate. It's a waste of my time. If I were a jerk who wanted to get a sick horse into their stupid state I can easily take another gray Arab over and get a clean health certificate so I can get a sick one in. The only people those rules hinder are the types who follow the rules to begin with . Jerks are jerks and if I can think think of a way to get around a regulation you can bet they can. You'd do better to have a line on the entry form asking the owner to swear they took the horse's temperature before they left the house and it was normal. Might help the person who didn't MEAN to bring a sick horse not to...unlike the false assurance of a 29 day old health certificate. My guess is that almost anyone who brought a compromised horse to a ride didn't realize it was getting sick when they left home. Either you believe people are capable of taking care of themselves or not...you can't change it for every situation.
