When any muscle is contracted, it is hard. Think about "making a muscle" in your arm. You shorten/contract the biceps area and it's hard (er) and looks more impressive. But you don't walk around like that. When our horses are just standing around at a vet check, most of the muscles should not be contracted, so they should not be hard.
