Thanks for the info - We live in an Amish area, so I think I'm going to take the saddle to a local harness shop and have a few rings added and a breast collar made.  I'm more concerned about the shifting from side to side.  Of course, with more experience, that should change.  Thanks again.

Both my daughters have ridden in the 13" pony western saddle, a cheap $250 dollar saddle, I bought to get my oldest started. We have a 13.2 hand pony mare and she has taught both my girls to ride.  I use to use a breast collar with it, but it wore out and I have not replaced it yet.  I have used a biothane that was a touch too big on her and switched to a nylon breast collar and it worked just fine.  I have owned the pony for over 6 years.  I bought her when my daughter was 5 yo she is now going on 12.  I can tell you that we have put many many miles on this pony with this saddle and have never had any back problems..  I would very much like to buy a BM  saddle because of the miles we do, but don't have an extra $800.  When we ride it's anywhere from 10 miles to over 15 miles.  I found the nylon breast collars and easier to adjust and more flexible.
