Yes, when they die they will probably have to be removed, because they become dry and brittle and eventually fall apart. If your pines started looking odd, with reddish clumps of needles at the ends of branches, then little by little the rest of the needles turn pale and eventually the whole tree dies, this is likely Pitch Canker. The red "flags" on the ends of the branches are a tell-tale sign.
