[RC] Caslick's Procedure - k s swigart

There is no such rule with the California Horse Racing Board (governs all 
California tracks).

There may be some reasons for doing a caslick's on a
mare (usually it is because of the conformation of
the mare in order to keep feces out of a tipped
vulva), but prevention of breeding isn't one of
them.  It simply does NOT work for that.
