Often they are hours away from police intervention. Unfortunately it is up to the RM to keep order. I had two situations at the rides I managed that required me to step in. 1. A motorcycle rider, unassociated with the ride, attempted to ride at a high rate of speed through the camp. I was forced to play chicken with him. Luckily I have a large commanding voice. I told him the park was reserved for horses this weekend, and he must leave "RIGHT NOW". He left screaming that he was going to report us to the police (for what I don't know) 2. A disgruntled rider, whose horse had just been pulled said "No little girl is going..." to the vet. I explained that nobody talked to my vet like that and that he had 30 minutes to leave. He left. My bottom line is: The RM should watch everything and be prepared to act as a policeman. It is probably a good thing to let people know that all complaints should go through the RM. By the way it is a good idea never to say what you will do if your commands are not followed. Threats can lead to legal action. The other interesting thing is that the imagination of miscreants is often better than any threat.
