The latest purchase is a Section B welsh pony who's currently (at 16 months old) 11:2 . He should mature to between 13 hh and 13:2 hh, which will be excellent, size-wise. My new arab is also smaller than the older pones - I'm guessing he's not more than 14:1. Between him and the pony, the others all look *massive* to my eye now, almost scarily so (I'm 5'2"). Having short horses means no ducking under branches, easy to get on and off, and they fit in small trailers, etc... But as someone else pointed out, it's not so much the physical height as how they carry themselves. Of my older horses, the "shorter one" who's 14:2/14:3 feels way taller once you get on than the other two who are both ~15 hh.
