Their buddy might leave the vet in area. It could be windy. they want to get back out on trail and follow the other horses. it's too hot, it's too cold, saddle and tack aren't fitting right,
Horses new to the sport have to get used to the whole routine. My horse has been doing this for 10 years now. He can just about do a ride by himself, vet check and all. he just needs me to pay the entry fee, LOL
But when we first started, OMG, it took some real doin to get his heart rate down, and he was far more phsyically fit then and younger. But not experienced in the game.

For example sponging them, not letting them stick their head up in their air, make sure they don't see their buddy walking off, etc. Doesn't your horses heart rate come down because he's in shape? Are these things necessary? I know that whether your horse is comfortable will effect his heart rate, hence why you might sponge him off or dump water on him.
