Because
FEI has slightly different rules, so an FEI championship would have to be
composed of all rides run to FEI rules. For example, in an FEI ride, if you'd
like to call for a 2nd option on a trot out, they assemble 3 vets (the goon
squad), there's an anonymous vote, and it goes the way 2 of the vets say it
does. For the most part, the differences aren't so large that you can't run a
regular 100 under FEI rules, though you do have to have judges and a fair bit of
other infrastructure. RM's who have done this would be able to give a more
complete answer.
