Nice idea -  consider modification wherein the county which didn't finish a 
team (or didn't even enter a team) could qualify for the next WEC by finishing 
a team at one of the interim championships (PanAM, Euorpean, asian, ...). The 
intent is to deal with those bad-luck events and allow for (new and re-newed) 
qualifications at the team level.
