I don’t know – my mare got two
half dollar sized white circles on both withers about 5 years back. I got a
new saddle and the hair grew back with color.

Yes, at
the risk of being anal-retentively technical, if the follicles were ever
damaged to the point the hair came in white, it would never grow back
colored. There's always Just for Men....
