All you would have to do is to make the WEC into a series of 5 races, on a variety of courses. One race say every week, for a month. Each country could enter exactly 4 horse and rider teams. Only teams that had the same 3 horses finish all the races would be considered for the medals. The tie breaker if more than one team finished would be total time. If no team finished 3 sound horses, there would be no champion that year. (Please note: The key to my thinking is a series of 5 (or more) rides of 160 Km, spaced relatively closely together (they even could be a multiday 80 K rides) so people would be forced to take care of the horses. Of course, folk could ride 4 rides conservatively and then let it all hang out, so this may not really work) Disclaimer: This is in the nature of a thought experiment and not to be taken literally.
