You may be thinking of the health certificate, which pertains only to out-of-state horses? I thought many, if not most, states require a negative coggins at any organized gathering of horses? It kind of negates the purpose of testing anybody if you don't cover everybody. In Missouri you're supposed to have a negative coggins (within 1 year, which is a whole 'nother debate) whenever your horses leave your property. Now, states don't actually have the manpower to inspect every little goat ropin, or stop every trailer, but that doesn't mean they couldn't. Every trail ride camp in Missouri at least makes a show of inspecting coggins for any who come in, even in-state horses.
