Sometimes, the only way to get people's attention is to
hit them where it hurts the worst...in the pocketbook. Otherwise, they
tend to ignore the issues. And the extra fees could be used to deal with
the overpopulation of horses...providing the money stayed in a special account
that couldn't be raided by some other entity.
I don't care what your politics
are, your feelings about the well being is what's important here. What
ever you want to call it, the money should be required of those breeding
horses or just don't breed.
