I think there are more than two issues. There's the issue of overbreeding and producing surplus horses. There's the issue of people being unwilling or unable to provide an alternative to slaughter. There's the issue of how to handle unwanted horses if they are not slaughtered (in the US or at all). There's the issue of humane holding facilities. There's the issue of humane transport. There's the issue of humane methods of killing the horses used *every time.* There's the issue of the "morality" of eating horses. It's not an easy issue. I think making changes at the slaughter end creates more problems than it solves. It seems more logical to make the changes at the front end and figure out how to create less surplus.
