Not at all if you bother to read it. Carl Lewis could not run the 4x100 
although the track coach wanted him to because he was an alternate and 
none of the four - particularly the person the track coach wanted to 
replace because of lack of experience - were unable to run. This was 
cited as an example of why taking the leeway away from management is not 
always the best approach.
