Under the cloth wrapping you will find Glad Wrap or some other sort of plastic wrap. That creates heat and causes the caustic chemicals to penetrate the skin better :-( . Take a deep breath and smell the fumes in the air. Then when they work the horses they put 4 to six oz chains around the pastern so they will bounce and make the pastern really sore. It makes them pick their front feet up really fast and really high because it hurts like the dickens when the front feet hit the ground. And the crowd hoots, hollers and shows their approval when they get into the show ring.The HPA was passed in the '70 to rid the TWH show world of this practice. Instead it has made the trainers better at finding new ways that are just outside the law but accomplish the same thing. The USDA will show up at a few shows but in reality they don't have the budget to enforce the HPA. A few years ago at the FL state fair, the USDA showed up and half the trainers packed up and went home instead of stand for inspection. What does that tell you? Sure a few trainers get fined and suspended every year but it still goes on - because it is a civil rather than criminal sanction. For my money it should be a criminal act with a minimal sentence of 2 years in some nice location like Ft. Leavenworth, Kansas where these good old boys would spend time "picking up soap for Bubba" and learn first hand about abuse.
