Since I have a horse whose resting HR is 52 bpm (measured while she was 
sleeping), I would change his statement about "all horses" to be "most horses."

However, I would agree that I wouldn't particularly worry about the heart rate 
of a youngster as an endurance prospect, since even my horse with a RHR of 52 
does just fine in endurance.  It took me a while with respect to conditioning 
to get her to the point where she "recovers to 60" quickly, and I did this by 
conditioning her to the point where her recovery heart rate is less than her 
resting heart rate (the lowest I have seen it when doing a CRI is 44, but it 
rebounds back up to her more normal resting rate of 52 after she has had a 
chance to rest).

I would never try to take her to a CTR though, since they seem to have some 
absurd requirements with respect to HR.
