please bear in mind that the OC and the FEI are two different bodies - the
OC has to abide to FEI rules for the WEG but can make additional decisions
(relating to passes, sites, access...) which are NOT mentioned in FEI rules
so within the FEI rules frame, any organiser can essentially do what they
want...
