When my seasoned good ol' boy large pony gelding did this it was a saddle fit issue. As soon as I switched saddles, the problem was resolved. He expecially hated to climb. Apparently the saddle (an old Steuben Seigfried I'd probably used successfully on 30+ horses) began to be painful.
