In the dog show world, "juniors" doesn't mean "inexperienced." It's "Junior Showmanship," and there are no "Adult Showmanship" classes. It's a whole different game than the one the adults are playing - and the juniors are eligible to compete against adults in the regular classes, where (in theory) it's the dogs, not the handlers, being judged.
