It turned out the crupper was rubbing the sides of his tail almost underneath. It was the intersection of the biothane and the rubber on a Zilco crupper. I covered it, and have had no problems since. His saddle very well may be the issue as a young horse's back is constantly changing: developing muscle, growing, losing baby fat, etc...so what may have fit three months ago may be a terrible fit now. Your horse is trying to communicate pain in some fashion to you...listen..glad you are asking...!
