Bruce, again, I don't thing ANYONE is stupid enough to think what you are implying.  But when we are talking about the laws of physics, we also have to take into account the laws of physiology--and TOO many people try to equate the differences that weight causes in anaerobic situations to what we do in aerobic situations.  And that dog don't hunt.
 
As for just making the minimum 165 lbs--that basically just narrows the range to where weight has a pretty minimal difference.  There are plenty of FEI folks (where the minimum is 165 lbs) riding at 185, or 195, or 215--but by making the range 60 lbs instead of 120 lbs, the effect is indeed minimalized.  But 5  or 10 lbs hardly figures to the horse, aerobically--you can have far more negative effect on him simply by riding poorly.

Sorry, can't leave this one alone--
I have a hard time understanding why people think horses are somehow
magically exempt from the laws of physics, when it comes to carrying
weight. Why is a standard minimum weight often 165 lbs for some bigger
rides? Could it be because anyone carrying less than that has an
advantage?
