So how does that work?  If an overzealous chef d'Equipe slips my
"leased" horse some bute and the horse tests positive, who gets
nailed with suspensions and fines?  The rider, who never saw the horse
till the day of the race?  Me, as the owner and "responsible person"?
Or is the USEF held accountable, including sanctions?
