Truman's on the right track.  Many of them are shod with toe grabs so that they get the traction and the leverage to not lose inches on each stride.  And those shoes with toe grabs often go on right before the race and come off right afterward. 

 

I'd be curious to know if the horse that clipped Barbaro's heel was wearing toe grabs...

Especially at the speeds they are going. There is some slippage when the
foot hits the ground and when it pushes off. On a hard base sand covered
track that just takes off hoof. The second reason I suspect is traction.
They want to minimize the slippage - since it represents a loss of
forward energy.
