While the jockey of the scratched horse is not guaranteed a ride (since he has no "team"), he IS free to find another mount for the race.  Likewise, if a jockey is unable to ride for an entered horse, another jockey will be found.
 
I think this analogy can be carried too far in endurance, personally--but that is the model with which the Europeans are playing, and by which the FEI system is designed.

Does the "US" in USEF stand for Universally Stupid?

Endurance is a race, not a performance.  It doesn't take a genius to see
that the protocol for selection should be racing not dressage.  If a horse
slated to run in the Kentucky Derby has to be scratched, his JOCKEY is not
automatically entitled to ride a different horse in that race... duh!  But
if the scratch is in time and more than 20 horses qualified, then one of
the other horses might receive an invitation... and the jockey would NOT
automatically be the one slated to ride the scratched horse.
