Hi Peggy,
If the weepy stuff is orange/yellow colored and crystallized or real 
sticky it's tick bites. I have had 2 different horses get strange 
swellings or puffy areas (no hair loss or weepy) several days after 
flu and/or strangles shots and the vet said it wasn't the shots but 
it never happened again. I say it was the shots.
