This applies to the ride management as well---5% of your entry fees may have to be turned over. Actually most public forests, parks, core of engineers, etc. have some policy regarding vendors fees & permits. Often at the small rides the local entity management decides it's not worth the paperwork to collect a few dollars. The COE lands where I've set up have turned a blind eye, so far. It's not like I'm setting up there every weekend, open to the general public, it's pretty specific to the event. I try to donate something to the ride if I'm not entering the ride. I've paid fees to set up at championship rides, but I have to consider that as supporting the event, advertising, as I don't sell any more, or even as much as, a normal ride. Most riders and ride managers do consider having a vendor to be a service and I've never had a "regular" ride charge a fee beyond what the park or whatever charges. I probably wouldn't be able to go to rides that charged a flat fee to set up, on top of the normal camping fees that everyone pays.
