Proposed Interstate Equine Permit-"Equine Passport"

Actually, the program has just begun implementation in Tennessee as of
January 1, 2006.  We are currently in the process of trying to add the
required documents to the Tennessee Department of Agriculture's
website.  Hopefully, this will be up sometime in the next week or so. 
A press release will also be distributed by the Tennessee Department
of Agriculture announcing the implementation of the program along with
information regarding how the program works.  Also, you may contact
our office to request the required documents. To help you further
understand the program, here is how the permit program will work:

The Equine Interstate Movement Permit will be a document issued by the
state of origin that will allow horses to move to participating states
for the duration of a valid permit, which in most cases will be six
months.  Currently, Alabama, Arkansas, Florida, Georgia, Louisiana,
Mississippi, North Carolina, Oklahoma, South Carolina, and West
Virginia are participating and Kentucky and Virginia have indicated
their intent to join the program.  Horse owners may obtain an
Interstate Movement Permit by applying to the state veterinarian's
office through their veterinarian.  An application form has been
developed and must be submitted along with a valid Certificate of
Veterinary Inspection and a copy of official laboratory results
indicating a negative EIA (Coggins test).

Other components of the program include a requirement for permanent
individual animal identification in the form of an unique identifier
lip tattoo, brand, electronic implant or digital photographs.  When
used as the identification method, digital photographs will be
incorporated into the issued permit.  Participants also are required
to maintain an accurate event itinerary that lists shows, trail rides
or other points of assembly visited by the enrolled horse.  A few
exceptions exist in the program, which include several states that
will require the owner or transporter to carry a functional microchip
scanner for their horses when using a microchip as the identification
method.  Additionally, digital photographs will not be an acceptable
form of identification for entry into Louisiana.  Arkansas and
Oklahoma will require a negative EIA test within the previous seven
months for travel to those states.
