I would say it's a personal thing . Horses end up at
the feedlot all the time. Rescues can identify a horse
by the freeze mark and find out about the horse . I've
had to evacaute my horses twice because of fires .
Both times volunteers took some of my horses . The
freeze mark on their neck and their papers with with
the freeze mark on it would be proof of ownership if
there was some question . 

The Kryo Kinetics representative in Washington is new
. After almost 10 years of trying to contact the
Tuscon people I'd given up . I heard there was a new
person and email mailed them . I got a reply the same
day ! and an appointment scheduled . They have been in
contact to confrim the appointment and I'm pretty sure
they are going to show up . 

Even if every horse is required to be chipped a brand
or freeze mark can identify your horse without a
scanner .
