True, so let me offer a comment FWIW:  I believe there are safety advantages to
the use of a breast collar even on horses that don't "need" them.  Tack can
break, a girth can get loose, shit happens -- and the breast collar is an extra
line of defense against a saddle turning under the horse.  I've heard the
suggestion that there is a danger of a stick running up under a breast collar
and causing an injury, but in well over 12,000 miles of competition (and an
unknown amount of other riding) I've never seen it happen, nor heard of any case
of that happening.  I know of lots of cases of saddles getting under horse's
bellies.
