There is no fool proof way to secure a horse. 


No, there isn't.  But at least in the example you gave, Truman, the
horse involved didn't go inflict injury on 20 other horses in camp. 
When tied horses get hurt, it doesn't become an epidemic--other tied
horses don't end up loose because of it.
