I have used this mix only altering it a bit during certain periods of time when the bugs are extreme by possibly adding a touch of concentrated REPELX though a couple drops of Eucalyptus also seem to work as well. My horse always had very severe break-outs of irritation, itchies, and the subsequent scabs and sores that go with it, everywhere including the belly. I started using that mix above (altering it to achieve what I needed) as a fly spray and found it does a dual purpose for my guy..... I guess the vinegar soothes and cools down the heat, listerine is an antibacterial and also used by the 4H club here straight with a toothbrush to clean the base of the mane, and the oil soothes a dry area as well as keeps the mix moist enough so it won't just dry out and stays active longer. It is inexpensive and won't hurt them AND it works for several people to do the dual work. Here is a link from a friend who's horse was so terribly compromised.
