I have no idea how endurance works but at FEI showjumping classes (out
here) ALL competitors are subject to blood tests (nowadays, they even
test
the riders) but not all blood is tested, because of the cost involved.
I
believe that random samples are tested and, of a complaint is made, a
particular sample might be tested.

It's expensive to test bloods, and that might make the proposal made
impossible to carry out.
