This statement cracks me up....ummmm...it's as if "the rein" isn't a
piece of "equipment." As are, BTW, round pens and rope halters, etc.

If John Lyons starts with the rein as a cue, he is relying on equipment.

Differences in language come not in the choice to use equipment (or even
necessairly in the choice of which equipment), but in how it is used.
