When the French set up the Metric system that was the intention, but even at the standard temperature conditions specified, (the temperature of water at its maximum density,) it turns out that there is a difference. The difference is so small that it only matters for the most precise chemical or physical measurements and basically does not matter for medicine. If anyone is interested I could look up the difference because I no longer remember it. It has been 40 years since I took my quantitative analysis course from an old school chemist who worried about such things.
