One thing I have tried to do is desensitize our horses to things under tails. It's like teaching a horse to yield to leg pressure, only in this case when I grasp the tail and lift, they yield softly instead of clamping down hard. But then, I'm not sure that would always work if the horse got a rope under his tail.
