I have a young mare that I am starting, and on her very first trail ride 
ever, she kicked at another horse.  On her first CTR, three years later, I 
was pretty sure she wouldn't kick.  However, at that ride, a person cantered 
past us repeatedly.  The other rider would get ahead and slow down.  We were 
keeping to a steady trot, so we'd pass.  She'd canter past and slow down, 
etc.  The fourth time, my mare had a hissy and kicked.  At the next ride, I 
put a red ribbon in her tail and the judge actually had a kind of nasty 
comment about it until I explained that why it was there and I understood it 
was a training issue for me that I was working on by getting her to move her 
butt to face away from other horses until they passed.

I don't understand why a judge would have a comment about people trying to 
be safe.
