Hello Sheila,
I would definitely not hobble a horse inside a trailer. Is it possible that the horse is doing what is termed "scrambling"? Check the vertical sides of the trailer for hoof damage. Instead of letting their bodies bump the sides some horses try to move their hooves sideways and strike the trailer wall which starts a whole bunch of scrambling trying to get re-balanced. Scrambling is more common in narrow straight load trailers. Scramblers often step all over their own feet and benefit from shipping boots. Try removing the divider and giving the horse all the room possible and see if it's better. Not all trailers work for all horses. Good Luck and Merry Christmas. Don Huston
