Actually Bruce, Buddy Ebsen was cast in the roll of the Tin Man and started filming the movie.  From there on you are correct. He was extremely allergic to the paint, which I believe was a paste made from aluminum powder.  The role was recast because he was hospitalized (he almost died). My husband always tells me that my head is full of useless information :-)
