It does, which is why only the uninformed or those who don't care if their horse travels on the forehand do it. :) Shoing only the front just perpetuates the horse's inclination to travel heavy in front. If you have a broodmare that you don't ride, but you don't want her feet to break up is about the only time I would say this is an appropriate way to shoe. Saddle horses should be encouraged to shift their weight backwards, and shoing just the front encourages exactly the opposite.
