I've had a GoreTex -40 degree parka for 10 years now, and it is unsurpassed in warmth, and repelling water and wind. With this coat, I've never been cold, even in minus 30 degrees, blowing snow, high wind. Each time I've tried to economize and get a less expensive shell it hasn't worked. Either it turns out not to be waterproof at all and I get soaked with rain within seconds, or even worse it IS waterproof but doesn't breathe and I'm soaked with sweat in a few minutes. Neither is what I have in mind. Gore-Tex does require some special care, as per directions on each garment, but IMO it's worth the extra money and extra care. Betty in So.
