You shouldn't ride over hikers even if they had the rightaway. If you make habit of riding over hikers someday you'll end up with some poor hiker with an arm hung up in your breastcollar or girth. There you go troting down the trail with a hiker screaming and bouncing around under your horse. This sort of thing can spook the calmest horse. I think that's why most riders bail off if their saddle spins under thier horse. A horse just won't tolerate someone bouncing around down there.
