The oil-bath tempering restores a spring-steel quality of temper... Cold water quenching makes steel harder, but brittle. I don't know if multiple heatings and quenchings make the steel more and more brittle but it will take longer if you have to re-heat the shoe. In any event, it would be a mistake to quench the shoe and then try to work it cold. Your farrier did not do that.
