My mare has this condition once every couple of years, not quite as 
bad, but close.  Her's seems to flare up when she gets the midline 
itching reaction to flies.  It seems to me her system sometimes gets 
overloaded with all the things she a little bit sensitive too and has a 
bigger than normal reaction.  I use lots of SWAT on any spots that are 
even a little bare, including her whole mid-line, but dotted all over 
spots on her face and chest as well.  The SWAT treatment seems to be 
all she needs.  This year I noticed and got to it much more quickly and 
we haven't had much of a problem at all.  Of course, I lay on the fly 
spray as well--mostly on her belly and legs.

Perhaps her former owner's pasture was drier and so had fewer bugs.  Or 
perhaps they had a better shelter for her to hide in.  My mare retreats 
to the far corner of the big run-in shed and seems much less bothered 
there by flying pests.
